Your Internet Service Provider should NOT be blocking ANY sites unless they are so dangerously filled with Viruses and other Malware that they can destroy there equipment or yours! If you by-bass this safety feature your computer won't last 5-minutes connected to one of those Malware sites.
Unless of course you live in a NON-Free Country. The only course of action them is to move out and get another ISP.
