I have always wondered this, does it have to do with clear skies, clouds or something??? lol...seriously someone tell me this ok?

That there is no cloud cover. This is of particular concern for pilots of aircraft who have to fly visually, like pilots of small planes. They don't have instruments that can take the place of actually being able to see out the windows the way commercial jet pilots do.

ceiling is where the clouds get heavy enough to block the view of the sun.

I think it is the height of the clouds. The distance (upwards) away from the earth.
