I would term that sexual exploitation. Sure a minor can say yes, but to what? How are they supposed to know? Exploitation occurs when the victim simply doesn't know any better. It is a mitigated form of assault.

There is a law in most states for this. It's the 3 year law. If the "couple" has a difference greater than 3 years, than it is sexual abuse no matter what.

Yes they can. It's called not being at an age to give consent. Depending upon the state, the max age difference that can be between ANY two people experimenting is three years.
He knew better. You did not.
You were a child. He was almost an adult.

yes, minors can definitely sexually abuse other minors. however, in your case its difficult cause it sounds like youre much older than 8 now...so there may not be much you can do about it at this point.

Eight is not the age of consent anywhere I know of. So that does constitute sexual abuse of a minor.

Yes they can. I was 8 and she was seven and she molested me for a period of several months. I'm so sorry that it happened and I feel very sad for you too.
