I place my bets on Scooby Doo. Dyno-Mutt is definitely stronger but they're both equally inept. Scooby has friends and dumb luck on his side.
Here's the scenario: Scooby and the gang are investigating reports of a ghost which have prevented the sale of an old house previously inhabited by an un-named detective. Unknown to them, Dyno-mutt has been hired to investigate the same rumors, apparently to create enough competition that neither will be able to actually solve the case. Searching the same old dark hallway, Scooby and Dyno bump into each other.
Scooby yelps and runs away, leading Dyno-Mutt to chase him until they both fall into an old laundry chute and land head-first in a hamper of old moldy sheets. Dyno-Mutt rears up with a sheet over his head, looking very much like the rumored ghost.
In stark fear, Scooby leaps out of the hamper, knocking it over in his haste to escape. The upturned hamper then dumps Dyno-Mutt into the washer, which starts automatically - inexplicably still working after 15 years since the last owner of the estate moved out. One the washer starts, Dyno-Mutt has a short circuit and explodes out of the washer dazed and in shock, tossing springs and other small parts everywhere.
Fred quickly ties him up, then Velma removes the mask to reveal that Dyno-Mutt is actually Hong Kong Phooey in a cheap robot outfit, trying to chase Scooby away so he can solve the case and remain relevant in the modern world. And he would have gotten away with it if not for those meddling kids...

Scooby Doo! Because his Scoob snacks are to him what canned spinach was to Popeye, and just like Popeye, the gang always has a scoob snack on hand!
