To get the Coin Case, you first need Harbor Mail. You can get Harbor Mail as a reward for defeating one of the Trick Master's tricks or you can buy it. Once you have the Harbor Mail, go to Mauville City and go to the house to the immediate East of the Game Corner. You'll have to circle around the fence to get to it. Inside the house is a woman who will trade you her Coin Case for your Harbor Mail.
