UPS states that since I am not the shipper - that for privacy reasons I cannot get a proof of shipment. There is no privacy to secure, I am requesting proof and supplying UPS with Shippers name, ship from location & ship to address. I have an open window of 7 days in where shipment could have taken place and I need to see valuation - Shipment was one or two moving boxes. This proof would help a Legal case for search warrant.

UPS is just following company policies. If you truly feel that such evidence is necessary for a search warrant or other court mandated order, then perhaps you should get the court to subpoena UPS

I suppose UPS can't provide you that information because the declared value of the shipment was provided by the shipper to UPS. UPS isn't under any obligation to provide that to anyone. If there is a claim for a lost or damaged package UPS would only let the shipper make the claim and only the shipper would receive the claim payment (if the claim was approved) up to the amount the shipper declared the value.
