There are many ways to cut out images in Photoshop (i.e. - Extract Tool, Magic Wand, Pen Tool, etc.), but since it sounds like you're a beginner, I'd suggest using Quick Mask. Here's a link to a tutorial that can help you out:

After you've extracted your head, just open up the image you want to put the head on and drag your head onto the other pic.

Hope this helps :)

man, i don't think anyone knows how to use it...i barely do. here's my instructions. I HAVE 7.0 sorry if you have 8.0 or 7.01 or whatever

1) open both pictures and make it so you can see both of them at the same time (i just do it that way)

2)click the healing brush (picture of a bandaid in the little thing on the LEFT

3)hold down ALT and then click your face ( or whatever you want to transfer to the other picture)

4)now all you do is let go of ALT and then go to the other picture, and start brushing your face on. it takes a little while to get a hang of it. i know it took me a little bit.. hope this helps.

EDIT: hahah Aloras answer is so much easier to do. hah i just do it this way because i think it looks cleaner. and it's better to know if you need very fine detail..
