The septic tank probably has two access hatches and a vent. It should not be a problem building hatches into the deck to correspond with the hatches on the tank, if you know where they are. Typically the tank hatches are only 12"X12", but I'd build the deck hatches larger (say 36"x36") as you'll have to remove dirt to get at the tank hatches. You'll need access to at least one of the hatches to pump the tank periodically.

yes, get a probeing rod, and probe the ground to find its edges. if you need the poles to be were the tank is, you can use block ontop of the ground to solve this.
suport this with 2x6's to a pole on the edge of the tank.
other words, put a block were the pole in the ground should be, and bury a pole as close to it ataching the 2 together with 2x6 for suport.

You can, but if there's ever a septic problem, please don't invite me to a bbq.

I wouldn't do it.
