Yes, it is the America the government counts on the apathetic populace to ignore. It it isn't in a 30 second sounds bite with some popular music behind it who will notice? It takes too much work to take a stand (or to vote)!

Maybe they're going to try to obtain further info or something.
In Canada, the police and RCMP and CSIS were tracking the terrorists for years before they made their move to protect the country and are currently in the process of prosecuting them.
Or, sadly, maybe the Americans didn't have enough evidence because believe me, if they could prosecute, they would. (Alot of times the police in big cases, for example, move in too quickly becuase of the hype surrounding the case to create a proper case with enough evidence.)
