All you need is some pizza, some chips, and maybe some soda. As it's a sleepover, rent a movie or two. It'll cost you way under your dollar limit.
Chances are your daughter has plenty of nail polish already. You can purchase litle kits at the dollar store too.
I wouldn't really do a "theme" - because the sleepover already is the theme.
If you have a DVR, check your guide ahead of time, and look for some movies to record before the show. Disney's got some great pre-teen ones going on right now. This will save a ton of money on rental fees.

My daughter just enjoyed having some friends for a sleepover. I took them to the local video store to pick out some movies. Then I had them decide what kind of food they wanted to order... pizza and soda. Then we went grocery shopping for snacks together. They all had a blast... and I didn't spend near $80. By the way, they'll love the Dairy Queen Icecream cake... let your daughter decide what she'd like on her cake.

I would make it a cooking party. Maybe make some cool cookies. a couple of cakes and then make baskets and take your baked goods to the nursing homes for the elderly to try in the morning..Take a picture and send it in to family fun magazine....show off your cookies and tell what you did that was good for community service...
If you don't like baking maybe a craft party. make some necklaces, keychains, or earrings, etc. If you make enough you can then sell them to your friends or have a flea market stand and call yourselves "girls having fun jewelry"..If you make it rich, come visit me....

How about a dance party, or singing like american idol. Give out small gifts like lotions, or lipbalm, hair bands, brushes, stuff like that. Do kareoke <(spelling may not be correct) Do make overs, hair, and nails. Ice-cream parties, banana split party, sundae party. Pizza party.

Chips&dip,Pizza,Movies,and like what Kaelyn sed salon themed do hair,nails,have a little pajama fasion show pillow fights,truth or dare,let them talk about their crushes,all kinds of fun stuff!!!!
