Plumbing is easy as a gang can steal a valve turner and turn the water back on for any building they want (or turn the water off for others). Getting the electricity on is a little bit trickier but a well-paid blackmarket electrician could reroute power around any countermeasures and the meter like they do for marijuana grow-ops. Barring that, they could also run power via hidden extension cord from another building (like from an exterior plug).

Why do you even care? Havent you ever heard of generators, and propane? Its also easy to dig a hole, or pee and poop in a bucket. Theres also bottled water. You can actually make a sink and a shower out of a gallon jug of water. I know this from being an avid camper.
Instructions:
Take a gallon of water, and poke a hole in the bottom, in the front. Use a pin, to do it, and then stick a golf peg into the hole. This will be the "spout".
Then take a knee high, or cut a leg off of a pair of panty hose, and shove a bar of soap down to the toes. Then tie the top portion of the pantyhose onto the handle of the jug. Then you can take the other knee high or leg of the hose, and use it to tie the contraption to a tree branch.
When you unscrew the lid, (you dont have to take it off, just unscrew it) and pull the golf peg out, voila! Youve got running water!
You can do the same thing with the same style gallon container, but this time, be sure to have a few gallons in the "shower". Only get wet enough to soap up, and put the cap and peg back in while youre washing yourself.
It can also be useful to pop a few extra golf pegs into the bottom front, like about an inch away from the other one. That way, you can have three different spouts, and get wet faster.
Oh and to avoid losing the golf pegs, tie a little yarn to them, and glue the yarn to the peg, and the other end to the handle, so that it wont get lost in the woods.

Gangs are cowardly rats....and like their rodent cousins, lights and working plumbing aren't their concerns. Gangs use portable flourscent lighting to solve the lights issue; the other matter is solved by just finding a spot on the floor and......well.....you get the idea.
Gangs favor abandoned buildings mainly to either kill, rape or use meth and/or crack. That's pretty much it.
People really ought to stop with the "police brutality" thing and let them go in and beat the living h e l l out of gangstas. If they look like a gangsta, then they deserve the h e l l beat fully out of them.
This will have them hide even more from our sights.

If they are living in abandoned buildings , they aren't much of a gang. They use these places for "business reasons" on occasion. They have homes to go to and you might be surprised who your neighbors are.

Well most of the time they do not have electricity or they find one that has been over looked by the electiric company. Plumbing just piss in the pot tell it is full then take out back.

they either go to restaurants or use what's available to them.
I don't know of many gangs that continually use abandoned buildings as a place to live --- most of them use them as a hideout or a place to party.
