You could try MSPaint or Picassa....they are free....the most popular is adobe photoshop which costs...

~~kodak easyshare software has some special effects like the center spot... makes things focused on the center and blurred to the edges ... kinda like the smoked effect but darker... it also has where you can change the colors, change your pic to sepia (brown tones) and black and white to give them the old fashioned look, and they have another effect called fisheye which is really neat too. if you need help with the features i have the software.~~
~~ i also use ms paint and have made a tutorial that i could e-mail you if you want, i have archived it onto a disk, and may take a while to find it, but if you need it let me know~~
~~also, i use power point to do some editing of pictures ... adding text, etc...~~
