No, but if Pakistan or any other country says they are going to nuke Israel, then Israel has the duty to attack and remove their nuclear capability.
There is a principle of warfare that goes like this, "The statesman who, seeing that war is inevitable, fails to strike first, is guilty of a crime against his country."

Just because you are capable or say that you are capable of nuking another country, the other country should not attack first. People (countries) like to do what is called saber rattling. Basically make a lot of noise.
Now, why would Pakistan want to attack Israel anyways? Pakistan mortal enemy is currently India.
