if you truly are and administrator, and windows restore is turned onl, then you have corrupted data, you need to do a repair install of windows xp. boot from a windows xp cd and the first time it asks youu, choose install, the second time chose repair, it will repair any damaged files

if you need to have complete access to your system, try this:

start > run > cmd > at 00:11 /interactive "cmd.exe"
where 00 is the hour in military time, and 11 is the minutes (set for 1 minute ahead of the current time).
press enter
open task manager, kill explorer.exe
when the cmd window pops up, type explorer.exe

you will then have SYSTEM access
