I have one now from Petsmart, it's their generic brand Top Fin, and it's very loud.

I would say Whisper you can also buy rebuild parts, usually right in a fish store for them.
also a cheaper but in my opinion just as quiet is an Aqua Culture.
The Whispers are fairly easy to take apart when noisey or not quite up to par, there are clear little rubber flaps in them that after awhile they get hard rubbing with a little vaseline and cleaning to soften them up helps alot and of course don't forget the washcloth underneath.

Good question, I don't know the answer, but as a new Petsmart employee might I recommend that, if you do go with a new and different air pump, you return the Top Fin to Petsmart. Even if you don't have your original receipt they should allow you to at least get some store credit from it. Of course, might I advise you against that if you live in Virginia Beach, because I'm *so* tired of doing returns...lol =)

Anything not made in China. Whisper range is pretty good as well, if you can get a pump made in Germany, so much the better. My pumps are on cotton wool, but the noise is usually internal, when the screws inside the pump become loose then the magnet might hit the side, or the rubber diaphragm inside has split, in which case it will need replacing (just the diaphragm) Whisper range is good because you can buy almost a complete set of spare parts.

I would recomend the Elite Series pump by Hagen. I have bought them in all sizes and they are silent and powerful.

Try Eheim air pump, ocean- free brand or fluval.

Even a wash cloth under it will deaden the noise.

Whisper makes a pretty good one. Tetra-Tec is also a good one, they are powerful too.
