yeah it's a joke
in one episode Peter says "C'mon Bonnie it's been like 6 years are you gonna have the baby or not?"

like they said it's a joke...that's y no one changes their clothes too.And I heard in some episode she even left him because she cudn't handled Joe being a handi capped but no concrete proof of that.
point to ponder on a slighlty different note: an episode in which peter and quagmire were fighting for lois' affection when they were kids and joe was handicapped then.but in another episode the reason of him being a cripple was that he was hurt in the line of duty!!
wats up with that?

because they arent done writing the cartoon without the baby. they probably havent had an idea yet on how the baby will look like, act, or fit into the cartoon.
