your friend needs to be seen by a physician with in the next 48 hours to be given a rabies shot. eventhough you said the rat is an indoor rat-they can still contract disease from germs in the air.
if the skin is broken:
clean the area well with warm water and mild soap (ivory or dove work best)
apply a thin layer of neosporin and cover with a bandaid or guaze if the bite area is larger than the bandaid. change this twice a day.
he can take ibuprofen for pain and to help with swelling. take 200-400mg every 6 hours as needed but no more than 1200mg in 24 hours.
if the bite has not broken the skin and has just bruised it-apply ice to help reduce swelling and take ibuprofen.
a trip to the emergency room is NOT necessary unless he develops the following symptoms:
1. he suddenly develops a fever of 101 or higher
2. the bite begins to ooze any type of liquid or swelling to the area increases.
3.there are red lines extending from the bite to the rest of the body (this indicated infection has entered the bloodstream and i.v antibiotics will be needed asap)
4. he has changes in his mental status-he seems confused,is lightheaded or dizzy.

If it is possible, set traps and poison out to get rid of the rat. The presence of wild rats in a house constitutes a serious health hazard.
The treatment for this is to get the rat if possible and take it with you to the hospital.
Is this a pet? If so, then exercise care in picking the rat up. Don't scare it and dont pick it up when it is eating or bathing.

Rats are known to carry alot of diseases but if it has lived in the house it most likly doesn't have any (MAYBE) Keep the wound clean if it is deep he might need a stich or too. If not keep clean and use a OINTMENT LIKE NEOSPORIN as if it is a hand or part that is easy to soak put it in a soak of hot water and Epsin salt sold at any store and cheap. It is doesn't get better go to the doctors. You want to watch for swelling, reddness, sign of infection like pus or just dosn't look better at all.

It needs to be cleaned and seen to at the hospital, and your neighbor will very likely need a rabies shot. If you can catch the rat and bring it in, then they can test the rat for rabies instead of just presuming and giving the shot.
