Will earning my PhD at a foreign university affect... my being able to teach at a college in the US?

Yes -- unless the foreign university is first rate. Going to a school like Oxford, Cambridge, LSE or University of Paris wouldn't be a problem -- but going to some unknown university in a foreign country would.

European PhDs are very different from US PhDs in some fields.

YES !! There are many countries that have better or comparable education standards as United States or Canada and these degrees would not affect a teaching degree. If you are taking courses in countries that have a lower standard than ours - up grading to our requirements would be required. This is something that you might want to research before admissions.

It should't - I had several professors in college who received their Doctorates from foreign universities

go to University of choice that you want to teach at ( if you can) and ask a counselor their advice
