An indictment is a written accusation returned by a grand jury, charging someone with a specified crime after determination of probable cause.

An arraignment is the initial trial court appearance at which the accused is read the charges, advised of his or her rights, and asked to enter a plea.

Indictment is done before a jury and arraignment is done without a jury. In both proceedings, the government should tell the defendant why he or she is there; what his rights are (such as right to an attorney), and how much the bond is and etc.
