Send an e-mail to Mark Bittner and ask him. He wrote the book "The Wild Parrots of Telegraph Hill" and he was the central character in the documentary film with the same title and (as you'll see if you watch it) he has a lot of experience dealing with wild parrots living in an American city (San Francisco) and he has studied them extensively.

I strongly recommend watching that movie (you can rent it at Netflix, for example) and/or reading the book. Once you watch it, you may change your mind about wanting to get rid of the parrots :)

You're probably thinking of Quaker parrots. They arent native, they are flocks that have gotten away or have been released into the wild, and have flourished.
Well, I have parrots, had a quaker once. They're great pets. As for why you would be driving them away.. noise. Yeah. Well, I'd raher listen to parrots than semi's and car alarms. Each to his own. I dont know what you can do about it. Live with it, like other people live with other noises.
