radio interviews for publicity?

Does anyone know of brokers who arrange radio interviews for people seeking publicity. Specifically, I'm NOT talking about a PR agent. I know that in the past I've seen where you can pay to be interviewed on a radio show (usually in the dead of night) and then use that interview on your web site and be able to say "as interviewed on KLM Radio Station" or some such thing. I've spent a day and a half looking for the site that I once saw advertising this and I can't find it. I'm doing some marketing for a client and would appreciate if anyone knows this information.

P.S. a California radio station, or at least a radio station with call letters starting with K would be best.

If yo are looking for this you have a good bussines in your hands, so you can't let it go because you couldn´t find this company.
You have to think all what you can earn or loose if you coudn't find it.
If you have more to earn, don't loose youre time, don't be shy, and go to the radio station and try to make some good friend. Maybe this new friend want to earn some extra bucks and give you the opportunity to make the interview.
In PR and Advertising all works in this way. Making relationships of this kind will help you a lot in the future.
This is not for shy people. So if you are, try to change it. It's hard but I could do it and everytime I look backwards I can't believe it.
