We don't have much money this year to do anything super good, so I thought this was the next best thing.... embarassing him in front of a bunch of other cops! Give me something good. He likes pulling practical jokes so I think he will get a kick out of it. One year I sent him a balloon boquet, that was fun. I want to top it.

You can consider something along the lines of a singing telegram....or practically speaking, there are party services that send a man or woman in costume to do a singing happy birthday in front of a group. BUT....I would caution you to use good judgment when discussing a theme, etc, and not suggest anything sexual in appearance or suggestive, because in a police department environment many may laugh and rejoice and it may on the surface seem to accomplish your goal, but any lack of good taste could have a lasting subconscious effect with certain folks in the administration that could influence decision making in the future. It's something you have to weigh.

Go to the flower shop and get some roses with it send a thong for him and maybe some body gliter .

Get him a singing telegram. See if you can pay a friend to do it, that way it would be cheaper, and the friend would know exactly where to go. Perhaps a tutu, funny shoes, use your imagination.

It depends on how embarrassing it is. Remember that not only is he a cop but this is a public place. I wouldn't do it if I were you.
