I'm trying to figure out if that matches or not. Can I only wear black boots with a black skirt or dress?

If you are asking about brown boots with black skirt and top, that's a no-no. Black and brown can be worn together, but not when the whole outfit is one color and the shoes are another.

If you are asking about black boots with a skirt or dress, then that's OK. Make sure the boots are cute, not too casual, like combat boots. They don't have to be high heeled. As for "only" black with a dress or skirt, no. You can wear other colors in your shoes, as long as you reflect the color somewhere else in your outfit. Maybe a red scarf and boots with your black outfit. Or if you prefer, pink, purple, blue, etc...

Colors work well with black, but neutrals work best when more evenly mixed.

I think that wearing any color boots with a solid black outfit may be a bit harsh. I fear that black boots will make you look either too goth or puritanical. Depending on the shade of brown, you may be able to get away with it, but only if there is some other brown (not the exact same shade) in part of your ensemble. If I were you, I might try a cute white flat instead of a boot. The effect will be very mod. As for matching, I find that is boring and too confining when you put together an outfit. Try to use colors that compliment each other or use different shades of the same color as accents.

Well it depends on what kind of top, skirt, leggings and boots you plan on wearing. Different types may not all go together. First off, I'm really not a fan of anyone over the age of 5 wearing leggings with a skirt, unless the leggings are more like tights and sheer. If thats the case, I think a pencil skirt always looks best with tights. Make sure the blacks of the skirt and shirt match, and that the browns for the leggings and boots are similar (different shades of dark brown. Not a light carmel brown and a dark brown)

If you add a brown belt and or wear a brown top under the black top (layered look), you could wear the brown boots and accent with brown jewelry accessories.

Otherwise, black boots would be best, but "Goth"-looking.

if your going to wear a black skirt, then try wearing a top that is black with brown trim. this will allow you to wear the brown boots. also you might want to use black fishnet stockings.

so wear the black but go with a pop color
or wear all black and carry a colored purse
but no black and brown

that works. maybe put on a wood-carved bracelet. it should be a dark brown or else i think tan boots look weird
