For starters, those living in New Orleans knew that their city could not withstand a hurricane. Those that stayed--with the exception of those in nursing homes--had a choice to stay or get out. Most, for some reason or another, chose to stay to ride out the storm.
Now, about the government response... It was an uncoordinated mess. The lion's share of the blame should have rested on the shoulders of New Orlean's public officials from the mayor on down. After they showed their incompetence the federal government was forced to take over the show. By then, it was too late for many that perished. It is amazing that the city re-elected that good for nothing mayor. I guess it had something to do with making New Orleans "chocolate" again.
About the crime spree and lawlessness the followed the storm... This is not news. New Orleans has always been a poor, high crime city. The city was a disaster with armed thugs walking/floating the streets. The looters should have been shot on sight by our military. Those people are like a cancer that need to be culled out.
About the export of crime in the aftermath... The government spent billions of dollars so people could get back on their feet. This was wrong. Maybe the government should help rebuild the city, but relocating people throughout the southwest and thus exporting criminals to Houston, San Antonio, Austin, and Dallas was wrong. The crime immediately spiked in every single city that received significant numbers of refugees. Yes, those people were seeking refuge from Katrina. Therefore, they fit the definition of a refugee.
Now, New Orleans is getting back to normal. The only problem is "normal" means violent crimes daily throughout the city, prostitutes in the French Quarter hassling tourists, gang shootings/murders in broad daylight, and trash in the streets.
Maybe next time a hurricane will wash the trash out to sea. I've never seen the attraction of New Orleans. It's always been a filthy, high crime, dud of a tourist destination! New Orleans: What a Disappointment.
◄Update► Sure, it's all George Bush's fault. He summoned the hurricane to strike all those poor, God-fearing black people. There were plenty of non-blacks hurt by Katrina. I was just waiting on someone to play the race card. At last, a moron stepped up to the table and dealt the card. Eventually we will see each other as unique individuals and not simply as black, brown, white, or whatever.

It was devastating - not just to New Orleans but the entire Gulf Coast.
The aftermath is what is so memorable. The turf wars amongst the City, Parish, State and Federal Governments make me sick. The "only" people who suffered were the PEOPLE! And they're still suffering and here we are running smack into the Season again. I've lived through countless hurricanes - but not in a City below sea level.
It sure shows you that ALL humans are not too far removed from their animal cousins. Let's loot our friend's store instead of trying to protect it. Let's kill people just because they're there. Let's steal THAT car ' cause we like the color. Food, formula, diapers, etc. - okay. But stealing DVD players and TV sets? They couldn't even carry them and didn't have electricity for weeks or months. Come on. That's the tragedy of Katrina - but if that GD Mayor had gotten those folks out of there when he could have, a lot of that could have been avoided...
God Bless the Coast Guard and let's make sure the Police who committed the same crimes as the citizens get their heads handed to them on a platter. They ARE held to a higher standard.
