can mosquitoes produce in conditions requiring very little water ( i live in the desert) no pool no fountains?

i thought perhaps they're coming out of the septic but that's impossible as it is covered up to codes etc...

Don't forget the roof gutters. If there is a little bit of standing water the little devils will find it.

You bet - there is always standing water in golf courses, water troughs, etc...
