Do you mean "Russia Letter to OPEC dated Sept. 2002"???

Frankly, I haven't heard of this one. But open mindedly, I won't rule it a urban legend just yet. It is a pratical given the U.S.S.R. still may hold begrudgements towards the US--and what better way to "catch-back" at your cold war enemies than to stike at them economically?

And it isn't the first time the US has been the economic target of it's past enemies, either. I'll keep an eye on the network news for further mention of this "letter", if it exists.

If it DOES exist, then I'd see it as a urgent call for the US to aggresively go full throttle into the creation and nation-wide mass distribution of alternative US made fuel sources with a "to h e l l with OPEC" attitude. And I'd hope that for once, Americans will shed their "we are helpless" apathy and raise the h e l l needed to demand this gets done ASAP!!!!
