TV Tuner Card in PCI or USB both had to be paid. It is not a Free item so got to pay. Not quite a possible way out for it to be free.

You can buy a package on eBay for like 5 bucks and you put it on you computer with no extra equipment its awesome.

a tuner is a peice of hardware, not software, so you have to buy it.
