Praise needs to be honest and not a means to an end. You praise a person for a job well done, for doing you a favor, for helping you without expecting something in return, etc.
I thnk the best praise is "thank you." Then tell them why.

You can assure you are complimentary when a compliment is called for. If a person has done a good deed; you can assure everyone knows. If somebody does a good job, tell them, regardless of whether you are paying them or not.
