It depends on how deep you want to stretch. You can do a gentle stretch before getting out of bed.
Of course the best time to stretch is either right after a workout (because the muscles are warm) or at night because you have moved around all day, and they are more flexible then. So I'd say either after a workout or at night for a deeper stretch.

Stretching is a great way to wake up, and is good before excercise, hard physical work, or a big test (it takes your mind off the butterflies in your tummy!)
I find that if I stretch right before bed I have a harder time falling asleep. (Studies say to finish working out an hour before trying to go to bed, so you'll fall asleep better.)
Stretching is good! Be sure to stretch your legs, arms, and abs, not just your spine!! :)

I would say both. The morning stretch gets you ready for the day and the evening/night stretch helps you to relax and get ready for sleep.
