Depends on where you are going. "Special" as in nice restaurant or "special" long walk on the beach at sunset?
Special as in nice place, go with skirt and top, or a cute dress. With all the accessories, of course. You want the guy to notice that you took the time to look extra nice just for him. Guys love ego boosts. I don't know what you look like, but maybe try for flirty and feminine. Slight flare on the skirt, a ruffle at the hem, lacey, silky, feminine colors, etc... Whatever you prefer. Most guys like to see their girlfriends look nice, it makes them feel good about you and themselves. It's the "Yeah, she's with me!" syndrome. I always go for as soft as possible on special occasions, I leave the black leather for clubs and bars. ;-)
If you have some clue about what he likes, then wear it! You are trying to impress him, so for one night, dress to please him not you.
