Depends on the purpose of Bush's foreign policy. If the purpose of the policy was to avoid war, keep us safe, and make everyone like us then, yes he failed measurably.

If the purpose of his foreign police, was to start a holy war, make money for big oil,and make the US population look like a bunch of jackasses then, It was a complete success.

You can't fail if you don't write the test. Bush has only ever been concerned with his own view of the US ideal. He does not practise foreign policy, This would require him to enter into a relationship of give and take with another nation, and not act like he holds all the cards. He does have a lot of cards I'll give him that, but most people in the world we agree that he is not playing with a full deck.

What about domestic policy? He has failed as a domestic leader as well.
The handling of the Katrina victims, gas prices, job markets, immigration policies, education, medical care costs, wiretapping, minimum wages, and that's just what I can think of off the top of my head.
