Not at all, anyone can start using tampons as soon as they're ready. Try using slim or junior sizes if you're just starting, though.
Usually you don't want to sleep with a tampon in because there's a possibility of TSS (toxic shock syndrome), a bacterial infection that's possible to get if you keep one in for eight hours or longer. Use overnight pads.

You're not too young. Just make sure you put it in right (after it's in you shouldn't feel it anymore) read the slip of paper that comes in every box of tampons. There's important stuff about TS syndrom in there. Change it often enough and you will be perfectly fine. One of my friends was using tampons when she was 13.

My friend got her period when she was 10 and she has been using tampons ever since. I'm thirteen and my mom won't let me because she doesn't like the idea of me sticking anything up there. But if you're allowed and you feel comfortable with tampons then go for it.

Tampons can be used by any woman or girl as long as the wearing, insertion, and removal instructions are followed to the letter, and the person is completely comfortable with the usage. Also, a big deciding factor will be the comfort level. Some girls are simply not comfortable with them (they don't conform easily enough to their inner shape).
