Are you sure you're moving the choke lever in the correct direction? You might have it on choke when you think it's idling. Then when you turn off the choke, the rpm's drop.

It could be your choke is sticking or that the throttle cable is sticking. Have you lube them both? If not give it a try and see what happens.

the purpose of the choke is to bring the rpms up to warm up the motor
