Lotteries are a tax on people with poor math skills. If you listen carefully, you will hear lawmakers argue about how to spend the proceeds of the lottery.

A few examples, Lotto which is popular in many places is in its basic form picking six numbers from 1 to 40. The odds of doing this are like 96 million to one. Jackpots are usually much less than 96 million.

The dailey three, picking a random three digit number has the odds of 1 in 1000. Yet the lotter pays $500 if you do it. Four digits, 1 in 10000.

Instant lottery is worse yet. Take a look at the back of the card. I can't guess at what the odds of winning are, because they're not random. The print so many cards, advertise and sell them. If you like the excitement of gambling, learn to play craps. It is about the only game you have an even chance of winning.

The lottery scratch cards and other lottery tickets work well for the state coffers. The tickets work well for those who love to play the lottery and win occasionally.

They work just fine, for the government. They use them to get people to pay a voluntary tax, and lots of people do! Actually, they do have another purpose: There are enough gamboling addicts out there that organized crime would run a "numbers game" if the government didn't. So government does it to deny the mob the income.

As far as "working" to make you money, the long term chances of making money by buying scratcher cards is about the same as that some stranger will just give you the money! So you might as well save your money.

They are like any other form of gambling.
In most states, the odds of winning are printed on the back. Just like Vegas, the odds are tipped in favor of the house, in this case, the state running the lottery.

They are designed so that the more money you spend on them the more you lose. So I guess they do work for people who sell them. But usually not for people who buy them, unless you are very, very lucky.
