Me and my brother have been discussing this question and don't really know who is right? I say they are Latin my bro says they are Asian? Who's right?

neither! they are pacific islanders! i know because i have alot of filipino friends! they might seem latin because they have spanish last names and also because the filipino language isnt to different from spanish! and they seem asian because the Philipines is close to asia or is considered apart of asia!

I think they consider themselves Pacific Islanders but I think theyre Asians cause Philippines is located near SE Asia.

Try looking up the definition of pacific islander and it does not include philippines.
