I have tried college searches but they are vague...so please:
1. Not too big-no more than 10,00
2. Not too much money-no more than $20,000
3. Good financial aid
4. Good Swimming program
5. For smart people-like most selective

Iowa state is probably the best school in that area. If you mean out of state. If you mean in state, go with the University of Minnesota Twin cities.

What do you wish to educate your self in. That is your first problem. Be sure you know what you want out of life. even if you are for now interested in core classes you need to know so you can be prepaired to ensure you don't waste valuable time as well as money.
If you go to a college(any college) and anounce that you only have 20,000 to spend they will take it fast and load you with trash subjects.
Search out small colleges with a good record, and be careful as some of them issue credits which other major colleges and universes will not take if you change. That is one of the kickers of the college scene. You would probley find souther colleges more to your taste in the long run, and cheaper.

Macalester College is one of the best colleges in MN. Its way more expensive than what you're looking for. However, I've known a couple of people who went there and at least one of them must have had really good financial aid because I know her parents couldn't have paid for it.
