I really would like to know if anyone knows some spells, chants, to summon a strom or make one bigger!

Call to the watchtowers of the West, entreating them to let your soil know the Divine restorative rainwater that is greatly needed. You can go in full fashion and have a bonfire circle, and dance it clockwise, chanting whatever seems appropriate.
I usually wax philosophical on these questions, but not tonight.
For more information, you should check out Witchvox.com where you will most probably find more than one solution to your problem. Remember that the most powerful workings come from your heart, not a book. I would also instruct you to look into Native American Shamanism, as they had a number of ways to resolve a draught.
Blessed Be.

Whistling up a wind I've seen, but not actually summoning a storm. My daughter does this funky little anti rain dance and has had good results. I'm usually wishing for a storm to die down, so I don't think I can be much help. Sorry!

You probably don't care since you are asking, but that is a really bad idea. Do you think storms come out of no where? And do you think that when they come they will do absolutly no harm to the people who have to deal with them? What if it causes a flood and kills someone? What if you wash away crops? Or cause hail that destroys things? If you are going to do magick, you need to be fully aware of the consequences of what you are doing. "If it harm none, do what ye will," reaches all sorts of subtlties.

I do know how to call down lightning during a storm. Get a model rocket and shoot it off. The rocket will leave an ion trail as it goes up, then lightning will travel down the ion trail and strike where the rocket was. You'd better remote detonate the rocket, though, or it will get you, too. This is how scientists study lightning.

I'd like to second the answer recommending caution. Weather patterns are immensely complex things. Unless you've done some research and are exceptionally careful, you're liable to knock things out of whack - which could have some very bad results.

I'd be very wary of weather magic, because the rain that you summon for you may very well be harmful to someone else.

Unless you can make it rain ONLY on you, you're affecting others and have to take their needs into account.
