It is always safe to come to Cancun. The weather is both sunny and windy and it´s hurricane season. In case you are hit by one, both authorities and hotel management will assist tourists in the proper manner to get through it.
October is low season, so you will find cheaper fares everywhere you go! From hotel to car rental.

I went at the end of October in 2004 for a week and had the best vacation of my life. The weather was awesome. But, hurricane season runs from June 1 - November 1. Last year, Cancun was hit by Hurricane Wilma (a Category 4 storm with maximum sustained winds of 140 miles per hour) on October 21. Many tourists were stranded in Cancun during this time, but there were no fatalities reported due to the storm. So, you might want to wait until November.

Even though it is Hurricane season, it is still OK to go. My husband and I have gone two years in a row during hurricane season. We are actually getting ready to return in September. We was there last year while Katrina hit the US. Plus it is quite cheaper during the hurricane season.
