It's been my experience that the cops are not much help. They don't have any proof that they don't belong with your boyfriend. You need to get a court order. Something in writing so the cops will have something to enforce. HE can go and tell the police alot of lies and the police don't know what to do. Get a lawyer as soon as possible and realize that this may take a while.

Why haven't you called the Police yet? If the reason is "because I have no court order showing I have custody" then you are probably screwed.
Then the question becomes, Why haven't you seen a lawyer before now? Lack of money or lack of ambition? You trusted the jerk didn't you? Again, you're probably screwed. Since you have no court order, he has as much right to them as you do.
I'm sorry, but this mess is a perfect example of why living together is such a stupid idea. If you'd been married you would have HAD to file paper work to be rid of him. Then you would have a court order, not only of custody but for child support. Oh, well.
NOW is the time to consult a lawyer... and make it as fast as possible! Maybe, if he hasn't fled the state with them, you can work out something amicable as to guardianship of the kids. You need to work fast before he can take it into his empty skull to run away. If he does this you may never see them again. It happens all the time and, I assume, you don't want it to happen to you.

Firstly, this is a police matter. Report it to them, and they will follow up on it. This may be called either kidnapping or child stealing, I'm not sure which and it may vary by jurisdiction. In either case the police will drop by for a chat with him and convince him to give the children back. If he left the state with the kids, then it becomes a federal issue, and the FBI may have the chat instead. Pending the outcome of the chat, your boyfriend could end up with a significant opportunity for male bonding.
This is a police matter. It should be handled quickly. If you don't act with reasonable speed, there could be some implications that you agreed to the situation.

It's a class E Felony punishable by up to 10 years in prison....call the cops immediately, give them all the information you possible can. You mentioned child support, if he has an order to pay that....there's paperwork somewhere. And if he's ordered to pay, that also means he doesn't have placement. Which means you do. If you know where he is with the children, take the police there with you and get them back. Too many times things like this go bad. Once you have your children back, march into that courthouse and file a motion for custody and set up a visitation schedule.

You should file right now with the cops a missing kids report ASAP. Why are you writing here?????
Grow a backbone and get those kids if you did not agree about him taking the kids for x amount of time. Then get to court once the kids get back into your arms and apply for a court order of protection and file for custody of the kids and the whole nine yards.
You tried to be civil and up to this point (you don't tell us why his attitude suddenly changed) things were going great with you two. You haven't told us everything so I suspect either you're full of it or you really are clueless and never heard of calling the cops.

Why haven't you contacted your local law enforcement office? He cannot just take them away from you. If i were you i would have been on the phone right when it happened and I would press charges. I don't know where you are at but Nevada law is, you must have written approval from both parents before taking them out of state. As far a local I would contact your PD and file a report.

Don't ask questions here, call the cops and report the kidnapping. Once you get the children back, put out a restraining order. He has no rights to touch you or your kids.

Call the police you shouldn't be asking us! If you had ANY sense in your head, you would have called the police the millasecond after you realized he had done so!!! God WOMAN!! Get some sense PLEASE!!! I'll pray for the safe return of your kids but you have to get on the stick. Please for you kids sake.
(sorry for my harshness but there are to many kids who get kiddnapped and never returned because their parents didn't call the police right away)
