statute of limitations. some crimes (such as murder) have no statute of limitations - no matter how much time has elapsed, the criminal can still be prosecuted.

A statute of limitations determines how long after a crime was committed can be prosecuted for.

The time varies from state to state and crime to crime.

For instance, in California there is no statute of limitations when it comes to a homicide. Also, for fraud cases (embezzlement, fraud, etc) the statute of limitations doesnt start running until the crime is discovered (not committed)

It should be called criminal, but isn't. It's when the statute of limitations runs out. There are a few exceptions, however, such as murder, which has no statute of limitations. Unfortunately, if you kill someone with a car instead of a gun, it doesn't count as murder and there is a statute of limitations on manslaughter.

When it is time-barred.

Technically in the Legal Jargon, as per Statute of Limitations.

But all the same, the cases can be taken up under special circumstances as the Court decides.

The statute of limitaions does not apply in a murder case. You see this in the media all the time; someone killed someone else 30 years ago, comes forth now and is convicted.
