Sounds like a homework question that you should be doing on your own, but here goes...
We know that circumference is pi times diameter.
C = Pi*d
BUT, we have to find d first.
You know that you have a square with area of 441 in^2. We have to find the length of one side. If the formula for area of a square is side squared, then A = s^2.
A = s^2
441 = s^2
sqrt (441) = s
21 inches = s
The side of the square is the same length as the diamter of the circle.
So now, C = Pi*d
C = Pi * 21
C = 65.94 inches

The sides of the square are each 21 inches long (found by finding the square root of 441).
The largest circle that can be cut out of a square is the circle with a diameter the same as the side of the square.
The formula for the circumference of a circle is pi times the diameter. So, in this case the circumference is pi times 21 which is
65.97344572538565800771551104887 inches (this is the value when using the pi key instead of a rounded value in a scientific calculator).
or rounded to the nearest hundredth 65.97 inches
If you use 3.14 for pi, which is common, the answer is 65.94 inches

The side of the square is also the diameter of the circle. The square root of 441 gives you the side or diameter. Since circumference is pi times the diameter, you take 21 times 3.14 and get 65.94 inches

I KNOW THAT THIS IS THE SAME AS THE ANSWER ABOVE, BUT THE WAY I EXPLAINED IT IS THE SHORTER AND EASIER WAY
65.97344573....( i don't know what or if you have to round)
OR
21 pi
How I found the answer: (for future reference)
Take the square root of 441 to find one side of the square. Since all sides are equal in a square, if you know one side, u no them all.
(one side = 21)
Since everything in a square is equal (except half things, like radius), the diameter of the square is also 21.
You take the formula for Circumference (C=pi * diameter) (pi*21) and you get 65.97344573....

Sounds like a great problem! You start with a square, so if you cut the largest circle, then you know the radius. And of course you know the formula for circumference...so there you go...
