I have a CCard w/ no license and my designated driver has a license but no credit card. Is it possible to rent a car in this instance?

Nope. The CC and Lic. must match..

Call around to some rental agencies and ask. Don't put it the way you did in your question - tell them you want to rent your buddy a car for a night as a graduation gift or something. If they go for it, you'll have to give them your credit card info over the phone. Be sure to ask - after you've almost completed the deal - if your buddy will need anything more than his driver's license to pick up the car. If they give you any guff, say "OK, forget it" and hang up.

You've got nothing to lose by asking. Worst they can do is say no.

let your driver rent the car and put it on your credit card. YOU may not drive the car.
