Chinas space program is in its infancy at this point. It will take many years for them to reach a point where they can build and then sustain any type of moon colony or station that has people in it. They have a bit of the work done for them as they can copy technology we have already developed. However the transportation, construction and subsequent maintance costs of even a small colony would be staggering and would strain the limits of even the most modern technology. They may eventually get there. The question is what would they gain from it?

Perhaps. Dont forget: CHina just started its mission to the moon. So they are gonna be a while before any of that happens. It will be a while before we make a moon base ourselves.
