try your primary care physician first. Your general practitioner, family practice physician or internist. They in turn will exam your knee and provide a diagnosis. If necessary your doctor will want to xray your knee, or take blood to rule out any infection or inflammatory process. Your doctor may prescribe medication or refer you to an orthopedic specialist or rheumatologist( a bone specialist or a doctor who specializes in arthritis)

Physical Therapist. You should see your practical doctor first, but normally a physical therapist since they deal with all sorts of body pains and in most cases rehabilitaion.
