That is much easier expressed in German than English. And it's close to the equivalent to telling someone you like them (Ich hab Dich lieb - In like with you) as opposed to telling them that you love them (Ich liebe Dich).
I would evaluate to be 'in like' a stage further than 'I like you'.
And then of course there is when you tell someone you are 'in love' with them. That to me is the only stage worth having, as long as it's a mutual thing. Having THAT as a one way situation, is my idea of hell on earth. Been there.

It usually means they do not like you enuff to be in love with you. Sometimes a person says this at the end of a relationship and they no longer see in you that part of you that they loved.
Some say it at the beginning of a relationship. It means they like you but have not considered or reached a level of love for you , yet. If at the beginning, this is said, you have hope for a richer relationship. If at the end, move on.

I've never heard that in my entire life. I'd say they have a crush on you, or are in puppy love. They sound like they really want to say they love you, but in all likely hood, they have no idea what that means. Perhaps they would say they love you if they felt that was what you wanted to hear, but it must not be otherwise it would have come out and if you're smart, would have ran before the period came in that sentence.

When someone tells you that they are in like with you, they are expressing their feelings to you in a manner where they don't want to upset you early in a relationship. In the early stages of a relationship, it is improper to say I Love You, even though the person might. So, when someone tells you they are in like with you, they might be trying to say they want this relationship to blossom into moe than friendship.

Its more of a "Deep" like. Its not love, but its "deeper" then liking.

Its the same between loving someone and being in love with someone.

depends on the guy and how he said it....guys...sorry to say are difficult for us women....they expect us to know everything they talk about but do any girls sit watching football 24/7!!!!! If he sai I like you in a flirt way he likes you likes you. if it's a good friend and its sweet...my guess is he likes what you did as a friend but I can't be the judge on how well you know these people...do you think he loves you or likes you?!?!?

its a joke, instead of saying in love they said in like.
means that the relationship or the crush isnt that deep yet
lol my friend always says shes deeply in like with her man

It means that they like you but they dont know enough to love you yet, but they eventually will someday.
