I think regulations are enforceable, code of practise is normally written up by the company, university so generally voluntary.

Lab regulations are the required rules, set by saftey organizations and the governmwnt that determine how the lab operates. Codes of practice are generally written legal documents determining how a certain job is done. These documents apply to the legal and ethical issues and state how a person should conduct themselves.

Lab rules set down WHAT can and cannot be done.

Codes of Practice say, in addition, HOW things must be done.

Either could be local or national as regards their authority.
