If you mean how old, then they should be at least 5 months old. if you mean like when they're asleep, when they're out of the cage.... then it doesn't really matter. may i recommend grinded walnut shell? you should be able to get it anywhere they have reptile sand. it is good because it fits through sifters and if some of it is swallowed by your dragon than it won't be a problem.

Problem with sand is that in can cause impaction. Many do away with using sand altogether and use other forms of substrate such as Indoor/Outdoor carpet or newspaper etc.,

If you do this, you could put a sandbox on a side of the tank for it to dig. This way it lessens the chance of any sand ingestion.

I would also go with the walnut shells. Just make sure the sand is not bleached.
