I replaced the oil pump and oil pressure regulator, my oil pressure is low when the car is idleing. It will go up to 40 psi at higher RPM's. My question is, does the lifters pump oil through the rods to the rocker arms or does the oil pump, pump the oil through lifter rods to the rocker arms? What could cause oil pressure to be low?

How many miles on the engine? If it's a high-miler, chances are the clearances are going away on you, which means that more oil volume will be required to fill all the spaces that are normally lubricated. You can try switching up your oil to a 20w50, that's a common practice with older cars....

Worn pistons and rings cause low oil pressure the oil pump only pumps volume not pressure!
