tq has got it. They have good sensory perception and are typically drawn to parts of the body with the thinnest skin and easiest access to either veins or capillary beds. They acn sense the heat that comes form these areas, we can too actually put your hand on your theigh than put it behind your knee...notice the difference? areas like behind the ears, behind the knees, elbow, genitals groin, and head usually produce more heat than anywhere else.
Insects, well actually toher bugs like "kissing Bugs" are attracted to the lips, this is because there is thin skin with easy access to many blood vessels...the lips are one of the most sensitive places on the human body, mostly due to the thin dermis and extra blood vessels...we know it, they know it!
Mosquitoes and black flies do the same, they are just able to detect minor changes in temperature.
If you look at an infrared image of a human body, you can see all these areas highlighted as the hottest, those also correspond to the areas most heavily attacked by biting insects.

The head is specialized for acquiring sensory information and for feeding so that they can locate areas on the host that have an easy access to blood ;for example they would prefer to bite areas on your body where the veins are predominant and easy to access other than biting the bottom of your feet where access to a blood supply is difficult to sense and obtain . I think that it's their instinct that allows this

I believe they are heat seekers. They also look for the thinest, tenderest skin, which is easier to bite.
