little notches all around the outer edge of the leaves? what is it and how do i stop it?

I know we have hard water in the southwest but i didn't think it was hard enough to take notches out of leaves??
you my friend have an adult weevil scalloping your foliage at night. (which one i can't tell without seeing?) me... i'd grab my flashlight, go our around 11pm find 'um and smash their little heads together.
the best control is with commercially available parasitic nematodes or by applying a broad spectrum insecticide.
